Novelties: Pilot Plant in the Works for Carbon Dioxide Cleansing

Now a Canadian company has developed a cleansing technology that may one day capture and remove some of this heat-trapping gas directly from the sky. And it is even possible that the gas could then be sold for industrial use.

Carbon Engineering, formed in 2009 with $3.5 million from Bill Gates and others, created prototypes for parts of its cleanup system in 2011 and 2012 at its plant in Calgary, Alberta. The company, which recently closed a $3 million second round of financing, plans to build a complete pilot plant by the end of 2014 for capturing carbon dioxide from the atmosphere, said David Keith, its president and a Harvard professor who has long been interested in climate issues.

The carbon-capturing tools that Carbon Engineering and other companies are designing have made great strides in the last two years, said Timothy A. Fox, head of energy and environment at the Institution of Mechanical Engineers in London.

“The technology has moved from a position where people talked about the potential and possibilities to a point where people like David Keith are testing prototype components and producing quite detailed designs and engineering plans,” Dr. Fox said. “Carbon Engineering is the leading contender in this field at this moment for putting an industrial-scale machine together and getting it working.”

Should the cost of capturing carbon dioxide fall low enough, the gas would have many customers, he predicted. Chief among them, he said, would be the oil industry, which buys the gas to inject into oil fields to force out extra oil. The injection has minimal risk, said Howard J. Herzog, a senior research engineer at the Massachusetts Institute of Technology. “The enhanced oil recovery industry has put tens of millions of tons of carbon dioxide into the ground every year for decades with no problems,” he said.

Much of the carbon dioxide for enhanced oil recovery comes from naturally occurring underground reserves that are piped to oil fields, said Sasha Mackler, vice president of Summit Carbon Capture, a unit of Summit Power Group in Seattle. Summit Carbon Capture harvests carbon dioxide gas from coal and natural gas-burning plants before it can be spewed into the air.

The global demand for carbon dioxide will only grow as oil becomes scarcer and demands for transportation fuel rise, Mr. Mackler said. Direct capture from the atmosphere would offer another source for the gas.

Yet the cost of capturing carbon dioxide directly from the air has yet to be demonstrated, said Alain Goeppert, a senior research scientist at the Loker Hydrocarbon Research Institute at the University of Southern California. Dr. Goeppert recently reviewed the literature of air capture technology.

“There is a lot of speculation of how much it will actually cost,” he said, with estimates from $20 a ton to as much as $2,000. “We won’t know for sure until someone builds a pilot plant.” (An average passenger vehicle generates about five tons of carbon dioxide a year.)

Dr. Keith says he thinks it may be possible to lower the cost of capture toward $100 a ton as the company grows.

Carbon Engineering’s machines use a carbon-dioxide-absorbing solution of caustic soda to remove the gas from the air. “The issue at the pilot plant,” Dr. Keith said, “will be to test the equipment at the scale the vendors tell us they need” to provide performance guarantees for a full commercial plant. The process is intended to collect at least 100,000 tons a year of the gas.

The concentration of carbon dioxide scrubbed from the flue gases of coal- and gas-fired power plants is about 5 percent to 15 percent higher than that in the air, where it is about 393 parts per million. “You have to handle much larger volumes of gases” to capture the same amount of carbon dioxide from the air that you would from power plant flue gases, Dr. Goeppert said. “But Dr. Keith is going to be able to capture it with the absorbent he uses.”

The recovered carbon dioxide may be sold one day, not only for enhanced oil recovery, but also to feed algae to produce biofuel. It may also be sequestered in places like unmineable coal seams and oil and gas reservoirs, says a new Energy Department report.

Gas capture would be extremely important in developing a rational price for carbon emissions, said Dr. Fox of the British mechanical engineering society. “Whatever it costs to take it out of the air and store it away,” Dr. Fox said, “that’s the price polluters would pay if they want to put carbon into the air.”

Another advantage of direct air capture is geographic flexibility. “It doesn’t matter where you take the carbon dioxide out,” he said, since the gas is mixed evenly in the earth’s atmosphere. “You could have air capture machines in the Australian desert to account for New York City car emissions.”

Most important, air capture could be used to get rid of that last fraction of carbon dioxide that escapes into the air, for example, even from power plants outfitted to collect most of their emissions, said Klaus S. Lackner, a Columbia professor and a board member and adviser to Kilimanjaro Energy, another company working on collecting atmospheric carbon dioxide.

“I see direct air capture as the long-term way of dealing with all those emissions that can’t be dealt with in any other way,” he said.

Foxconn Plant in China Closed After Worker Riot

A spokesman said some people had been hurt and detained by the police after the disturbance escalated into a riot involving more than 1,000 workers late Sunday.

The company said the incident was confined to an employee dormitory and “no production facilities or equipment have been affected.” It said the cause of the disturbance was still under investigation.

One Foxconn employee reached by telephone Monday afternoon, however, said the incident began when workers started brawling with security guards.

Unconfirmed photographs and video circulated on social networking sites, purporting to be from the factory, showed smashed windows, riot police officers and large groups of workers milling around. The Foxconn plant, in the Chinese city of Taiyuan, employs about 79,000 workers.

The Chinese state-run news media said 5,000 police officers had been called in to quell the riot.

A Foxconn spokesman declined to specify whether the Taiyuan plant made products for the Apple iPhone 5, which went on sale last week, but he said it supplied goods to many consumer electronics brands.

An employee at the Taiyuan plant, however, said iPhone components were made there. Most Apple-related production, though, takes place in other parts of China, particularly in the provinces of Sichuan and Henan. Apple could not be reached for comment.

Foxconn said it employs about 1.1 million workers in China.

Labor unrest in Taiyuan, in northern China’s Shanxi province, comes as strikes and other worker protests appear to be increasing in frequency in China this year compared to last year, said Geoffrey Crothall, spokesman for the China Labor Bulletin, a nonprofit advocacy group in Hong Kong seeking collective bargaining and other protections for workers in mainland China.

Many of the protests this year appear to be related to the country’s economic slowdown, as employees demand the payment of overdue wages from financially struggling companies, or insist on compensation when money-losing factories in coastal provinces are closed and moved to lower-cost cities in the interior.   

But the level of labor unrest in China this year has not yet matched 2010, when a surge in inflation sparked a wave of worker demands for higher pay, Mr. Crothall said.   

Mr. Crothall said that while the cause of the latest dispute in Taiyuan remained unclear, his group had found an online video of police there using a megaphone to address “workers from Henan” – the adjacent province to the south of Shanxi. The police officer said that the workers’ concerns would be addressed.    

Disputes involving large groups of migrant workers are common in China. In some cases, workers protest after believing that they have been promised a certain pay package and traveled a long distance to claim it, only to find on arrival that the details are different from what they expected. In other cases, workers from different provinces with different cultural traditions coming together in a single factory have clashed over social issues or perceived slights.

The disturbance is the latest problem to hit Foxconn, which also is a key supplier to Dell, Hewlett-Packard and Microsoft.

Foxconn, which is part of Hon Hai Group of Taiwan, has been struggling to improve labor conditions at its China factories after reports about labor abuse and work safety violations.

Apple and Foxconn have worked together in the last year to improve conditions, raise pay and improve labor standards.

Mr. Crothall said workers in China had become increasingly emboldened.

“They’re more willing to stand up for their rights, to stand up to injustice,” he said, adding that damage to factory buildings and equipment still appeared to be unusual, occurring in fewer than 1 in 20 protests.

The same Taiyuan factory was the site of a brief strike during a pay dispute last March, the Hong Kong news media reported then.

Social media postings suggested that some injuries might have occurred when people were trampled in crowds of protesters.

Fight Breaks Out at Foxconn Plant in China

The Taiyuan plant, which employs about 79,000 workers, makes parts for automotive electronics and assembles various electronic devices, according to Foxconn spokesman Louis Woo.

"The fight is over now ... we're still investigating the cause of the fight and the number of workers involved," said Woo, adding that "involving a couple thousand workers is possible".

Woo said the fight happened in the workers' dormitory facilities and said the company would issue a statement later on Monday.

China's Xinhuanet.com, operated by the Xinhua News Agency, said about 10 people were hurt in the fighting, citing police.

Foxconn, the trading name of Hon Hai Precision Industry Co and the world's largest contract maker of electronic goods, has seen a few violent disputes at its sprawling plants in China, where it employs a total of about 1 million workers.

By late morning, Hon Hai shares were down 1.14 percent, lagging the broader market's decline of 0.28 percent.

In June, about 100 workers went on a rampage at a Chengdu plant in southwestern China. The company has faced allegations of poor conditions and mistreatment of workers at its China operations, and has been spending heavily in recent months to improve the work environment and to raise wages.

A staff member at the Taiyuan plant said he was told the plant could be closed up to two to three days for police investigations.

"There are a lot of police at the site now," the staff member, who asked not to be named because he is not authorized to speak to media, told Reuters by telephone.

He said the plant also makes parts and assemble Apple's iPhone 5.

Calls to the Taiyuan police were not immediately answered, while an official at the plant declined to comment when reached by telephone.
